Born in Jamaica, this world-class sprinter immigrated to Canada at the age of thirteen, and came to the country's notice in 1990, when his times for the 100-metre dash began nearing the world's record.
His times improved each year and in 1993 he set the fastest time in the world. In 1995, he won the world championship in a time of 9.97 seconds. This achievement brought him international attention, and made him a favourite to win the 100-metre dash gold medal at the 1996 Summer Olympic Games in Atlanta, USA. There, Bailey won the race, and set a world record - 9.84 seconds - against the strongest field of sprinters ever assembled.
